attacked two people overnight. the attack happened on the edge of golden gate park near the intersection of lincoln way, 25th avenue. "today in the bay's" bob redell live in san francisco. bob, you just spoke with police officers there? >> reporter: good morning to you, scott. yes, this attack taking place around so:40 last night behind me on the edge of golden gate park over the picnic table is. police shot and kill one of the pit bulls, the other did get away and they have been looking for it ever since. we've seen at least one patrol, sfpd in a jeep off-road throughout the park, one of the patrols here. there's two more. so a total of three or four looking for this pit bulldog. officers say, it's hard to find a dog that small in an area so large. they've not been able to find it yet. again, this happened around 10:40 last flight. you have two men who live here in the park, one man, the owner of two pit bulls, had to run an errand, he asked his friend to

watch the dogs while he went away. sfpd says the two dogs turned on the man, biting him, mauling him badly, so badly that he's in the hospital, nonlife threatening injuries but serious enough the bite wounds, he had to be taken to the hospital. his friend, the owner, did come back during the attack, tried to stop the dogs. no luck fortunately. he was bit as well but not bad enough he had to go to the hospital. >> try to bring animal control out to put a noose around the dogs but that failed. so the police came in and basically, set up like a firing line, and so the dog kept going further into the park and coming back, so the second time that they came back the black dog was close enough and sitting on the table when the policeman shot him. >> reporter: so again, one pit bull shot and killed by police,

the other pit bull out and about. this is the third time police in the bay area shot and killed a dog since the weekend. saturday, they shot a dog charging an officer during a check of a vacant building. sunday, police shot a german shepherd that had lunged at an officer after it had bitten a child. bob redell, "today in the bay." a fine ral will be held for the first b.a.r.t. officer killed in the line of duty. sergeant tom smith was accidentally hot and killed by another b.a.r.t. police officer last week. "today in the bay's" christie smith is live at the church in castro valley where in a few hours thousands will gather to pay final respects. good morning. >> reporter: good morning to you. that's right, expecting up to 3,000 people out here today to pay their respects to fallen b.a.r.t. police sergeant smith. some officers coming from as far away as places like texas and boston. they will be here in the church later this morning.

the service for 42-year-old smith, known as tommy to family and friends, held at neighborhood church of castro valley. last night hundreds turned out to chapel of the chimes in hayward to offer condolences to the family at a viewing. smith accidentally shot and killed last week by fellow b.a.r.t. police officer detective michael maes while they conducted a probation search in dublin. maes is on leave but expected to attend the service today. friends who have known smith for years and b.a.r.t.'s former police chief expressed their grief. >> i think everyone's still overwhelmed and still in disbelief that this happened. >> went to high school with the mother and our children went to school with their children. >> reporter: smith lived in san ramon, leaves behind a wife and a young daughter. he worked at b.a.r.t. for more

than two decades, wanted to mention if you're in the area, there will be a lot of activity including a flyover by three chp helicopters after the service concludes. live in castro valley, christie smith. a stabbing that happened in the parking lot of casino matrix. police still looking for the suspect. according to the "san jose mercury news," two men got into an argument inside a restaurant at the casino early sunday. fight spilled out into the parking lot and got physical. one man reportedly stabbing the other and fearing shots at his friends. nobody actually got hit the person stabbed should survive. >> the santa cruz fire department reviewing water rescue policy after a mountain view man killed while boogie boarding. the 46-year-old in the ocean friday in the ten-foot surf when thrown into the rocks. he reportedly refused help

before he died. the "mercury news" reports lifeguards are allowed to close beaches when there is dangerous surf, the city's trying to determine if lifeguards can pull people out of the water against their will. well, it is time to talk about the as we get you a live look at san jose, palo alto, fremont. overnight raindrops falling and more rain is on the rain. >> rain coming at a time when we need it the most. officials urging 2 million people in the south bay to cut back their usage by 10%. that recommendation approved by the santa clara valley water district last night. there will be financial incentives and will continue to offer rebates to neighbors who buy water efficient appliances and replace lawns with drought tolerant plants. east bay municipal district will wait until next month to decide how much to ask people to voluntarily reduce water use. they want a better prediction of

water supplies before making that request. east bay mud says the district is in good shape this year because customers are already using 17% less water than they did back in 2007. >> it's good to get into the habit of using less, but the smell of rain is out there this morning. >> it is. you know, we haven't had that smell around here in quite some time. breathe it in. also, this rain is going to help out with pollen levels. they'll drop off significantly and air quality as well. take a look at hills, they've been brown for some time. after the round of rain, not just today, another one sunday. looking promising for another round wednesday. the hills will start to turn green. we want to see the hills of dub len for st. patrick's day nice and green. light activity into the north bay, sonoma in particular, that's going to continue to be the case. throughout the next couple of hours showers press to the south. count on a slick drive to work

policy changes in the wake of snowden's whistle blowing have contributed to a, quote, more stable and peaceful world order. 6:14. new video of a massive house fire in san antonio, texas. the roof caved in on the huge two-story house. it's located in northeast san antonio in an area known as tarrell hills. no word on injuries and no word on what caused that fire. this morning, a severe snowstorm bringing several cities in the south to a grinding halt. among the hardest hit states, georgia and alabama, drivers were stuck in their cars overnight and students had to spend the night at school. there this morning. that's reality for thousands in atlanta who are still on the road. yesterday's commute is this morning's commute. helps flew over the traffic jam in atlanta. showing the dire situation of commuters who have spent the night in their cars. in atlanta, 940 car accidents, 100 with injuries. alabama, five traffic deaths, and the governor's declared state of emergency deploying 350 into the guard troops. drivers have never seen anything like it. >> jackknifed 18-wheelers. i've seen multiple wrecks, cars stranded and left i've never seen anything like it especially in a major city. i never seen anything like it. >> i've seen cops go by, turn around, get off on the on-ramp, not stopping, getting information about anything, we've just been stuck listening to the radio trying to find out what's going on. >> the knew the storm was coming

didn't know it would be this bad. kept 5,000 kids stranded at school in alabama, 50 kids in atlanta spent the night on a school bus. we heard word that they did arrive at shelters are 4:00 this morning. georgia governor nathan deal said they didn't dismiss the kids in time. >> we have several major areas of concern because some of the schools had not released they're students early enough in the day to get home in normal fashion before the roads became icy. >> here's what happened. take a look at this alabama school. you see kids passing time, playing basketball there in the gym. then they gathered up blankets and jackets and plopped on the floor of the classroom for the night. this was the scene at hundreds of different schools across the south. also hearing stories about people opening up their homes to strangers, many people living near to the highways where those motorists were stuck. even home depot opened up 26 of their stores in alabama and

georgia so travelers would have somewhere to spend the night. can you imagine? >> people doing what they can. >> a tough situation. >> sure are. listen to what's happening in chicago. love this. one chicago eatery trying to take the sting out of the cold offering soup for the price of the day's temperature. when it falls below zero, customers get money back. promotion is going on at three restaurants run by a nonprofit group that's focused on the elderly. promotion runs through the end of february. >> that is an absolutely wonderful idea. >> people probably doing their part to make extra donations. tasty soup. >> zero degrees, free soup, negative, money back, cool. >> have to be willing to get out, leave your home. >> i think i like california right now. >> i know. >> getting that rain. >> soup is expensive. >> snow in the sierra.

>> chowder weather. you know what? we need snow so desperately up in tahoe, snowpack so important to that water supply. we'll take a look now getting right over to your toyota ski report. as we head through the next couple of days, looking good at squaw valley, alpine meadows. temperatures chilly but it's going to get interesting as we head throughout tonight into tomorrow. everything that i'm looking at now leads me to believe we'll pick up anywhere between 1 to 2 feet of powder above 7,000 feet. so that is great news. 6:18 now. temperatures here in the bay area are definitely chilly out there but it's not that bad. as we head throughout the next couple of days, we'll continue to track the ski report for you. everybody wants to know when can i get up to tahoe. when is mother nature going to provide that beautiful fresh powder and it looks like over the next 48 hours it's going to dump up there. great news. what we're watching now, light

shower activity pressing into sonoma county. that will be the case throughout the morning. we're not going to see a lot of the action until this afteren in, beyond lunchtime. in addition to drizzle, we have thick fog developing out there. especially in oakland around the inner bay, watch out for that. and half moon bay also dropping off. seeing visibilities in and out. down to a quarter of a mile at immediate coast. dropping off in san jose as well, down to three miles of visibility. highs late orrin comfortable. the last day of the mid to upper 60s in the warmest cities across the bay area. east bay 66. here at bottom of the screen, slated to hit average highs as we head throughout the weekend and next week. return to winter, so, yeah, unseasonable warmth done for after today. let's take it right to futurecast. this tells you the weather story. stop the clock at 6:00 a.m., showers to the north o.

at that point the front stays to north of sonoma county. 11:00 a.m., it's going to move over santa rosa and throughout the second half of the day into tonight, 6:00 p.m., you can see the main event arrives. hoping for the yellow, rich green to maintain organization as it passes through the bay area. models agreeing with me, we could pick up a quarter of an inch to a half inch in the south bay. higher elevations in the north bay, an inch. half inch in valley. boy do we need it. we don't need a slow drive with the drizzle coming in. >> trying to help you get a head start and let you know what conditions will be when you get out there. what we have of the view for the east shore freeway, west 80, taillights going past the familiar restaurants and shops, emeryville. berkeley curve, we lose sight of the lights. drizzle drifting through the area. prepare for slick off-ramps.

as far as the approach, slower drive through rich month, slowing towards emeryville. bay bridge toll plaza where the metering lights are on, filled in back to the berkeley curve, for those lanes coming off the east shore freeway. also have southbound 880, slow as you're coming off the been, heading toward 980. earlier crash cleared but activity in a lot of slowing from earlier that has to recover as the bulkheading through oakland. north bound, we have another crash at haggenburger. orange painted here and throughout the map, we have denser fog reported so it might be tougher to see past the coliseum. here 580 through the oakland hills, dheep keep na mind. crash involving a big rig. off of the approach, that's a slower drive toward the dumbarton bridge. may be moving to the shoulder but slower drive on the approach but smooth across the peninsula. south bay, live look.

"today in the bay's" tracie potts live on chill with the highlights of the president's speech. good morning. >> what he's doing today, good morning, everyone, he's in maryland, talking about minimum wage, something he can do on his own. but also needs help of congress to expand that to the rest of the country. later, he goes to pennsylvania, to talk about an idea he brought up last night, something the president says he can do on his own. >> when america does not stand still and neither will i.

oakland area for 880, 580, high ward, reports fog on the road weather conditions, tied in with the weather system, you know that's accurate. slower drive for castro valley y. good news across the peninsula. tri-valley build typical. that's what it looks like. here's what the speeds look like. drive speeds looking good through the area with slowing for 580. 84 you see red zone, slowing around vallecitos. 680, things smoother towards the merge. live look for san jose, not a problem as far as flow of traffic. slow here. you'll see the bill for 85 and 280. peninsula, a live look. for palo alto, you get more company but that's not affecting speeds. sheen on the roadway at university on-ramp with taillights, slick conditions at curve, especially off-ramps,

will be an issue, slow it down. >> thanks so much. 6:35. jean quan, one of most recent victim of the city's crime. vandals smashed the back window of her car while speaking in oakland hills monday. nothing was taken, there's no indication she was a target. recall back in 2010, the then-city council woman a victim of a purse snatching. a popular palo alto restaurant has to shut its doors. cho's on california avenue since 1979. but the owners tell the "mercury news" they got 60-day eviction notice. they can't afford to relocate. a farmer's insurance next door also told to vacate. the owners of cho's think the businesses are asked to leave to make room for a restaurant owned by the same landlord. that landlord has not commented publicly. 6:36. a teenage girl survives a skydiving free-fall.

a royal caribbean cruise ship full of sick people inching closer to the east coast this morning. "explorer of the sea" left january 21st for a continue-day

cruise around the caribbean. more than 600 passengers and crew got sick. so sick, officials decided to turn the ship around. the ship's medical team says the symptoms are consistent with norovirus. it should reach a new jersey port later this afternoon. a texas teenager in good condition, in the hospital, despite falling thousands of feet during a skydiving accident. the 16-year-old skydiving with her dad in oklahoma saturday when something went wrong and the girl plummeted between 3,000 and 3500 feet. she had life-threatening injuries, fractured liver, broken bones, miraculously, she didn't need any surgery. transferred out of the icu yesterday and expected to recover within six to eight weeks. >> amazing. >> miraculous. >> 6:40. a dog shot by police and others on the loose after overnight attack. where police are centering their

"today in the bay's" bob redell live in san francisco with the very latest. good morning. >> reporter: good morning. this attack taking place behind me mere on the edge of golden gate park at picnic table there. two men there around 10:40 last night, police did shoot and kill one of the pit bulls. the other pit bull is still out and about. overnight, sfpd searching the park, they've been going off-road. they have two jeeps, going off-road, trying to find this dog. no luck so far. the officer said it's like trying to find a needle in a 1,017-acre haystack, the size of golden gate park. this happened around 10:40 last night. two men live in the park. one of the men the owner of the two pit bulls. he asked his friend to watch the dogs while he went to go to the store. while he was at the store, the two dogs turned on the friend. mauled him, bit him, bit him so

badly he had to be taken to the hospital. he's still in the hospital. those injuries, bite wounds, are not life threatening. the owner did come back during the attack and tried to intervene, tried to stop his dogs from attacking his friend. he was bit as well but not bad enough he had to go to the hospital. he refused medical attention. >> this one guy had a backpack and he was bit, they had it between he and the dog, and all i can tell you there is guy was trying to get away. >> reporter: animal control showed up, tried to put a noose around two dog, that didn't work. sfpd came out here and that man you heard from described it as a firing line. they shot and killed one dog. they have not been able to find the second dog. this is the third time police in the bay area shot and killed a dog sense the weekend. saturday, sfpd had to shoot a

christie smith, "today in the bay." follow-up to a piece of legislation a lot of people here in the bay area are paying attention to. the imitation firearms safety act would require toy and replica guns to look different than guns that fire actual bullets. the bill was in the works when 13-year-old andy lopez was shot by a deputy in santa rosa last october. the deputy reportedly thought lopez's replica rifle was a real ak-47. the shooting accelerated voting on the bill approved by state lawmakers. a new bill allowing 16-year-olds in california to preregister to vote is now headed to the state assembly. the bill was approved by the senate yesterday, many lawmakers hope it will encourage more young people to vote. the teenagers will have to wait until they're 18 to cast their actual first ballot. a chinese company responding to a state report with

retrofitting of the carquinez bridge. a shanghai company supplied 250,000 bolts of the wrong size to help retrofit the bridge in vallejo. the bolts were rejected, and remade. but the report says if they had been used it would have lead to near disaster. the company says it never provided the bolts useden the bridge but did make steel structured used in the bay bridge. santa clara county's board of education will receive a few thousand and deed to underwater condo it bought for a former superintendent. the board will vote next week to ratify the deal reached with charles weiss. he was hired in 2008. the board loaned him money to buy $890,000 condo in downtown san jose. the county says he failed to pay taxes, insurance, and fees on the condo and removed light pictures. it sued for 952,000. under a settlement the board
